摘要

Spurred by the disastrous ecological and economic consequences of ballast water introductions and the zebra mussel invasion, Congress passed the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 (NANPCA or Act). The original purposes of the Act were to prevent the unintentional introduction of nonindigenous species through a ballast water management program and to coordinate research, prevention control, dissemination of information, and other activities regarding aquatic nuisance species, initially focusing on zebra mussels. The Aquatic Nuisance Species (ANS) Task Force was established to develop and implement a program for waters of the United States to prevent introduction and dispersal of aquatic nuisance species, to monitor, control and study such species, and to disseminate related information.
