Times change and we change with them. Not so long ago, with the specter of a world war and the disastrous alliance of science with totalitarian states still fresh in memory, many scientists and historians of science hastened to recommend a strict separation between the investigation of nature and the conduct of politics. The injection of values into science, they argued, could only corrupt the processes of truth-seeking. Even in America, where a democratic state had collaborated with science to produce the ultimate weapon of mass destruction, thoughtful observers recoiled from the prospect of continued governmental intrusion into scientific inquiry. Vanne-var Bush, perhaps the most revered of all 20th century science advisers, advocated in Science―The endless frontier (Bush, 1945), his famed blueprint for the public funding of science, full autonomy for scientists engaged in basic research. Now, nearly two generations after those cataclysmic events, Philip Kitcher, the distinguished philosopher of biology, turns the wheel sharply around. The idea of value-free science, he argues, is little better than a fairy tale. The alternative he puts forward in this lucidly argued but ultimately unsatisfying book is 'well-ordered science', an inquiry whose forms, means, and ends are all subject to appropriate democratic control.
