For seven months of 2003, the consolidated budget of Russia was implemented with the total surplus at R258.4 billion, or 3.6% of GDP. Only for July, the total surplus of the budget increased by R44.1 billion, which made 3.8% of GDP of that month. Thus, after the June deficit, the budget system again approaches positive indicators (see Diagram 2). As well as in previous months of the year, the main role in the formation of general surplus of the budget system belongs to the federal budget. Its share accounts for 83% of the total sum of the accumulated surplus, or R213.6 billion. The total surplus of subfederal budgets made for seven months of the current year R45 billion (or 0.6% of GDP).
