The consolidated budget of Russia was implemented for the first five months of 2003 with the total surplus at R228.8 billion, or 4.7% of GDP (in an estimate by the Ministry of Finance of the Russian Federation). Only in May, the increase in the total surplus equaled R56.7 billion (in April: R66.6 billion). The main contribution to increasing the budget surplus is made by the federal budget. In May, the surplus of the federal budget had increased by R46.5 billion, while the total surplus of subfederal budgets grew only by R10.2 billion. As of June 1, 2003, revenues of the consolidated budget had totaled R1,624.5 billion, which was higher than similar indicators of the previous year by 22.4%. This makes 7.5% in real terms, adjusted for the rate of inflation.
