Every year in its Special 301 review, the USA identifies trade partners who are not complying with their agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) obligations to adequately protect and enforce intellectual property rights. Countries that are identified as Special 301 priorities become the focus of dispute resolution efforts. This study quantifies the impact of these priority designations on US manufacturing export revenues, manufacturing employment, and research and development (R&D) expenditures using an econometric model of the US export expansion between 2004 and 2007.
