Sub-standard shipping and the human costs of piracy

The human costs of piracy off the Horn of Africa are mounting as the level of violence escalates and shipowners are increasingly reluctant to pay higher ransoms. Both successful and unsuccessful attacks by pirates expose ships' crews to dangerous experiences with the potential for long-term physical and psychological trauma. The situation is aggravated by the fact that many of the ships hijacked by Somali pirates are sub-standard and certainly not the type of vessels which would trade to a port in Australia or in any other country that adheres to a strict Port State Control (PSC) regime. This all adds to the plight of innocent seafarers who are ultimately the victims of piracy. In the current shipping market that remains depressed as a consequence of the global financial crisis, many seafarers have no option but to serve in sub-standard vessels and are thus exposed to a higher risk of being hijacked.
