The National Offshore Petroleum Safety Authority was established in 2005 for the regulation, and health and safety of the offshore industry around Australia. It was established as a jointly administered authority required to report to the Australian government, all State and Northern Territory ministers responsible for the offshore petroleum industry and the Ministerial Council on Mineral and Petroleum Resources. In 2009 the Productivity Commission considered the complexity of the regulatory burden of approvals and reporting on the offshore petroleum industry and recommended a single national regulator for Australian waters.
