Over the last 50 years there has been significant legal and policy developments in fisheries law, policy and governance. The evolution of modern international fisheries law and policy may be categorised into three phases of development: 1950s-1980s, the adoption of relevant Geneva Conventions and the United Nations Convention on the Law of the Sea (LOSC) where a broad framework was developed to address overexploitation of fisheries resources both in areas of jurisdiction and beyond; 1990s to early 2000, where post-LOSC fisheries-specific instruments have been negotiated to address gaps in the LOSC, such as the Food and Agriculture Organization (FAO) Compliance Agreement, FAO Code of Conduct for Responsible Fisheries, UN Fish Stocks Agreement, and four International Plans of Action; and late 2000 to the present, which is considered an era of implementation for international fisheries instruments.
