为了对水利科研部门创新能力作出全面、科学的评价,本文从基础储备能力、项目研发能力、成果转化能力、项目自主能力四个方面构建了水利科研部门科技创新能力指标评价体系.并以J省水利勘测设计研究院为样本来检验指标体系的有效性,以期为我国水利科研机构创新能力指标体系的建立提供建议和参考.%In order to scientifically evaluate the scientific and technological innovation ability of Water conservancy research apartment, this paper establishes an evaluation index system in four aspects of foundation reserves, RD, scientific and technological achievements transformation, autonomy of project. In the end, through evaluating the scientific and technological innovation ability of the Water Conservancy Survey and Design Institute in J Provincial, the paper proves the utility of the proposed index system.
