It is not only the rational outcome of solving the conflict between “administrative” boundaries and the regional economic activity open, but also the demand of meeting the single government demand sharply increasing to deal with regional public services. There are three types of the organization of regional cooperation and coordination, and the cause reason and their rights varies. Though comparative studying, the paper analyzes and recommendates the regional organization's source of power, functional orientation, organization stucture, and so on.
