本文首先认识内陆开放高地的内涵,然后分析重庆存在的约束和差距,最后结合对外国领事馆、外国商会和外资公司的走访,提出了若干对策建议:充分认识投资环境的跨文化属性,建设跨文化环境、多元化文明环境和外国人生活社区;充分认识成渝经济区在引领西部、支撑全局、促进东中西协调发展的战略意义和重庆的地位作用;尽快建成水陆空交通枢纽;建设一支具有国际视野,又有国际交流能力的公务员队伍、招商队伍和中高层企业管理人员队伍;汇聚智力,建立重庆市国际经济和国际事务的研究基地;加大教育投入,推进教育国际化进程;强化市民环保意识,增加环境治理投入;增加智力引进和科技研发的投入,培育内陆开放高地自身的造血机能.%This paper begins with the connotation of the open inland height in China, followed by the analysis of restraints and disparity of Chongqing. After visits to foreign consulates, chambers of commerce and foreign investors, the following suggestions are made. Cross-euhural attribute of the investment climate should be recognized in order to build cross-cultural and diversified international communities. Understanding the significance of Chongqing-Chengdu economic zone in the strategic goal of "Go west" and the role of Chongqing. Every effort must be made to expedite the construction of the transportation hub of air, water, and land. It is necessary to pool all intellectual resources and establish a municipal research center for international economy and international affairs. More investment are needed for the internationalization of education. More investment in environment protection are needed with the emphasis on environment training for civilians. At last, more investment in R&D and more introductions of talented people are needed to enhance the reproduction capacity for the inland city.
