倾销与反倾销问题辨析

         

摘要

如果某种货物低价是基于其产地资源禀赋并在市场机制下自觉产生,那么这种对谁都一样低价的大量销货就不能归结于倾销而承受反倾销措施。认定以低价销售作为占领进口国销售市场战略的理论缺乏常识基础,因为不确定性因素太多且持续时间过长,放弃遵循正常价格销售即能获得的利益而去追求不确定的利益,对出口商是冒险。在产业分工全球化布局中,出口价格与进口地正常价格价值相吻合是货物国际销售的主要形态,其实际价格差异也是来自成本的真实反映。对进口国而言,不能单凭组织得当且极有效率的同类产品厂商之自我申诉就终止低价销售之势,还需要认真权衡进口商和消费者获利情况。倾销是一个真实的伪问题,反倾销则是一个针对虚拟对象的真实反击。%If a low price is based on the resource endowment in the origin and conscious production in the market mechanism,the large scale with low price equal to anybody can not be attributed to dumping and suffer anti-dumping measures.The theory of regarding low price sale as occupying import market is lack of common sense,because of too much uncertainty and lomg duration.Thus,it is an adventure for the exporters to give up the interests they can obtain only if they follow normal price to sell products.In the global division of labor,the export price consistent with the the price of import country is main form,and their price difference is also a real reflection of the cost.For importing country,it can not simply rely on the self appeal of well-organized and highly effctive similar products manufacturers to terminate cheap sale potential,instead,it should carefully weigh the benefits of importers and consumers.Dumping is a true of false-issue,and anti-dumping is a real counter-attack against the virtual object.
