区域创新体系与产业集群存在着必然的联系,具有创新能力的产业集群能提升区域创新能力,区域创新体系的成熟能促成产业集群的提升。本文分析了台州产业集群面临的创新问题,在此基础上,从项目驱动的科技平台进行发展、完善集群与区域创新政策、培育企业孵化器、打造学习型和竞争合作集群文化方面,提出了加强区域创新和集群创新耦合发展的建设性方案。%There is a necessary link between regional innovation system and industry cluster.Industry cluster with innovation ablities can upgrade regional innovation abilities and likely the maturity of regional innovation system can promote industry cluster to upgrade.This paper has analyzed the problems facing the industry cluster innovation in Taizhou.Accordingly,the paper put forward constructive programs for strengthening regional innovation and cluster innovation integration from the aspects of developing the scientific platform driven by the projects,completing the policies of cluster and region innovation,fostering hatcher,and cultivating learning-typed and competive cooperation culture.
