摘要

Coastal environment decision-makers monitor and manage resources using available data sources. Although technical advances, such as in remote sensing, provide useful data, desired promotion pathways, transferring techniques or information, and integrating new methods into current work practices, are often ignored. These issues are discussed in relation to a project in St Vincent and The Grenadines which established a coastal planning tool (GIS), incorporating baseline mapping using Landsat with survey data, indigenous knowledge and existing maps. The output is a sustainable monitoring capability within government but involving other stakeholders; regional bodies and the broader civil society. Various issues are examined; initial stakeholders' analysis, opportunistic data collection, metadata, knowledge transfer, and an information partnership between communities and officialdom. Comprehending limited physical resources in small island states is important but establishing carrying capacities for community utilisation is essential. Better information enhances social capital, reducing poverty by expanding livelihood choices.
