Spacecraft charging and the possibility of electrostatic discharges (ESDs) between differentially charged satellite surfaces are well-recognized phenomena. Because of the safety and reliability concerns ESDs present, much effort has been expended over the last several decades to under-stand when they will occur (see, for example, the review in (1)).
