It is well known that the Active Control Technology (ACT) cooncepts achieve the benefits of improved mission performance and lower cost, and the system is more integrated with digital Fly-By-wire mechanization. For a commerical airplane, it is expexted that this technology can reduce the total cost from production stage to operation and can contribute much to the efficientfuel consumption. Moreover, the potential beefits for achieving safty-flight or so called "fail-safe" can be obtained by applying this technology. For a fail-safe, the importance of in-flight failure accommodation for impaired airplane throught the use of the restructurable flight control system (RFCS) is widerly recognized.
